One should consider choosing a location somewhere in or near the old city center or "La Parte Vieja", somewhere near the Plaza Constitución, the center of town, "Centro", around the Buen Pastor Cathedral, the "Gros" area, somewhere around Monte Urgull, Playa de la Concha, or Playa de Ondarreta. Nearly all interesting places in the CENTRO and PARTE VIEJA are reachable on foot while other places like the scenic outlook from Monte Igueldo will likely require transportation by bus or taxi.
