http://en.wikipedia.org/wiki/Telephone_numbers_in_SpainLand line numbers have 9-digits. For Madrid, the first two digits are (91), which is the regional Madrid designation, followed by the 7-digit home/house/business number. Other regions have a different prefix.
Spanish mobile phone numbers also have 9-digits and DO NOT include any kind of regional prefix. Spanish mobile phone numbers always start with a 6 or a 7 - 7 being added in 2009. Before then, they all started with 6, but I have yet to encounter a Spanish mobile number which starts with a 7.
