So they may look odd but this is because overwhelming majority of cibeles photos is from the other side with the post-palace whatnot in the backround. Both of these are taken from the southern side of the statue and the slight angle change is responsible for the, admittedly odd looking, backgrounds.

I was thinking the reason the angle of the photo was shot is probably due to the sun. It was hitting that side of the fountain during the time when the photo was taken. The other possibility is that on other side of the fountain could be a sign, police car or anything that would ruin the photo.
what about the photo in the second link? The building in the background says BANCO INVERSION. I have passed by Cibeles many times but I dont remember any bank there.
That bank only ocuppied that building for 2 years or less. The building is next to the Buenavista Palace, and in past times was the central office of other banks like caja postal and argentaria actually the building is empty.
you guys are right about the Buenavista Palace. I was there the other day, well I should say night. on 23 sept. "La Noche en Blanco" there was a concert there and people could enter the complex.
