The OPTIMUM area in which to stay is the Old Jewish Quarter - a.k.a. "La Judería" - of Santa Cruz. Your next choice would be the also-old neighborhood of El Arenal. The processions take place throughout Sevilla wherever there is a church in nearly every neighborhood but the largest and most elaborate ones pass by the Cathedral and La Giralda.
Be sure to look through the listing of hostels (called "hostales" in Spanish and "hostals" in Catalán) on the
Seville Hostels page . Those which you might consider in the above mentioned areas would include
Hostal San Esteban,
Hostal San Benito,
Hostal Arias,
Pensión Guadalquivir Centro ,
Hostal Los Gabrieles , &
Hostal Lis II.
Good luck! Saludos, MadridMan
