Marco:
quote: 'the 1975 Constitution addressed the issue and since then the Basque Country has achieved virtual economic and political independence'

How can you say that? Where is it? Look at the Constitution (article 2):

Constitution text (in English), read article 2, 1 is good too!

And many tourists have been to Spain and the Basque Country, is it independent, virtually or not?

One very important thing is that, although ETA wishes are , and will be Independence, they stopped asking for it as a condition to stop fighting years ago, since then they claim for self-determination (the basques to vote their destiny). This, asked for ETA or not is a fair objective, and the Government could have negotiated it.

Zzeus: It is true that ETA had a communist akin long time ago, but nowadays they never claim for any socialist vindication.

Fernando (quote):
'There is an agreement dated back to 1978, the "Estatuto de Guernica" in which the fueros and the autonomy of the Basque Country is fully recognized. '

First, the Estatuto has nothing to do with the fueros. Then, the limited autonomy it gives is COMPLETELY SHORTENED by the fact that, being military, diplomatic, ..., matters out of quetion by the spanish government, the most important point is budget, which has to be negotiated with Spain each year (to decide how much they take from us). It is difficult to have autonomy in Health, Police, ..., when you are short of money. The autonomy they give is the permit to distribute the scraps of what they take.

Fernando (quote):

'Wolf, the autonomy of the Basque Country is the most developed one of Europe, more than the german lander, Wales, Northern Ireland, Scotland, or any other region.'

I simply don't know that, where have you studied all these autonomies? In the net, or at school?
eek eek eek

quote:
'ETA has killed in its history almost two dozens of children (collateral damage they will say).'

I simply don't believe that, could you supply any proof? It is true that children and adults have been killed accidentally while trying to bomb soldiers or policemen, but it is also true that ETA tries to avoid innocent victims, ALWAYS warning the police of the time and place bombs will explode when risk for innocents is high, like in the Barcelona mall, where it was the police to bleme for not evacuating having time for it.

You can not make an omelette without breakinng the eggs. ETA always try to avoid killing the innocent, their acts speak for themselves, but you can not always help it.

BTW, I don't believe at all that the kid's toy bomb was ETA's. If it were, the Government and the españolistas Media would have flooded our ears with it.

quote: 'What I mean is that the autonomy of the Basque Country is fully developed and far beyond the autonomy that some federal countries have for their states.'

Ha, ha , ha ,he ,he. laugh any state in the USA can make laws, as valid as the Federal ones within its territory, in the matters they have competence. Can we? Which is the autonomy of a police, when they are commanded by former spanish police chiefs and if the spanish government doesn't like what they do, they send more hated guardia Civil (aka Guardia cerril). Justice? Sorry, not transferred yet, ..., and so on.

quote: 'If they want independence, federalism or whatever the hell they may appeal to the central government and make a referendum, that is recognized in the spanish constitution of 1978.'

Simply false, upstairs is a link for Constitution 1978, just read.

Wolf:

quote: 'Their position is lessened by the fact that the Madrid government still makes the final decisions for the entire nation.'
Yes, that's SEMIautonomous, and that is what we have. If you keep on like this I won't need to post anymore.

laugh wink
