there are a small number of tapas bars in Madrid that serve Basque-style pinchos. You leave the small picks on your plate to show how many pinchos you've had (and will need to pay for).
One such establishment is on Calle Bravo Murillo near to Verdi cinema (Metro Quevedo). The pinchos here normally cost around 1 Euro 20 each.
I think there is also one on Paseo del General Martinez Campos (Metro Iglesia)
