"Nerk" as many say it, has a large Portuguese section called Iron Bound, a few blocks from Penn Station. Parking in the area is pretty difficult sometimes (specially after 7 when many visitors come to eat). It has dozens of relatively good Portuguese restaurants and a few superb coffee/pastry shops. You get a cafe con leche that you cannot distinguish from the Spanish and quite a few dulces that are very good, fresh and inexpensive. Now there are a few Brazilian joints that give you plenty for little money. The main street is Ferry St. If you like sardine and bacalao go to Seabras on one of the perpendicular streets to Ferry St. Brasilia is for meats (rodizio) and it has been there about 15 years or longer.
From NYC you can take the Path train ($1.50) to Penn Station. I seem to remember only one Spanish restaurant...
