Chili powder is the basic ingredient for Tex-Mex cooking. Do they use it in Spain? If it is not common there, might it be an interesting hostess gift to take?

Spaniards are incapable of touching anything spicier than black pepper, I've found, so it might not be a great idea! To answer your other qustion, yes, chili is available here - though not much used.
