It will all depend on how much you want to spend, but I can definitely recommend the Hotel Niza in San Sebastian. Very nice, clean, well-appointed hotel, right on the beach. While certainly not as cheap as an hostal, I thought it was quite reasonable, given its prime location and the quality of the room.
