Hostal La Perla Asturiana in Madrid. Use the SEARCH link above/right and use ASTURIANA as your keyword.
The location really couldn't be better. It's RIGHT next to (up against) the Plaza Mayor so there's always people walking around. Safe? I'd say safer than most places, yes. But Madrid, in general, is a pretty safe place.
