The
Hotel Victoria 4 is a new(er) hotel in a renovated building. I stayed there once last year. Rooms have hardwood floors and totally modern. Check
their website for photos/information/prices. Seems most balcony/windows have the heavy, black-out curtains though. You won't find many hotels (or any) in Spain with carpet, though. It's located not far from the Puerta del Sol and Plaza Mayor.
There's also the
Hotel Petit Palace Arenal Madrid located on the newly pedestrian-ized Calle Arenal, just west of the Puerta del Sol. This too is a totally renovated/modern hotel as of about one year ago and no carpet there either - but they do have curtains. I never stayed here but I did "tour" the hotel and saw one of the bedrooms.
Keep in mind that Madrid (and most of the cities in Spain) are in constant construction, building, and maintenance so there's dust in the streets. Sorry about that. If coming in the winter one could put one's scarf over the mouth for further protection.
