He's basically talking about Spain's history from the poet's perspective. Instead of describing specific chapters of our history he's resuming its tragic nature (comfrontation, hunger, war and suffering) until now.

Otero belonggs to a poetic movement known as the "Rootless Poets" (No rots, no country, no history) since they suffered the effects of the civil war. This conflict marked these authors forever.
