If you don't look at the sarcastic sub-titles she's completely understandable. She doesn't appear to be reading cue cards. I thought she did well, and speaks pretty good english. I never make light of people speaking a second language and am quite sensitive when it is done to me.
Her hand waving and intonations were infantile and far more distracting and comical than an accent. The accent is something everyone can understand exactly because she was speaking in a second language.
Where the devil was her speaking coach - something all politicos have?

Ok I'm going to defend her . She did great !!. Yes she has a very strong accent but I , as an Englishman , understood everything and actually I loved everything she said about Madrid . She did a good job
