Have been trying to locate a good friend from the Basque region. Is there a website for locating people in Spain?

Yes, there is something but it seems it's not very efficient in finding persons.
You'll want to try your luck, however, in Spain's online white pages @ http://www.PaginasBlancas.es . You'll need the person's first name, first last name, and second last name. You can't search by COUNTRY but MUCH smaller. I think you can only search by "comunidad" and the Basque Region, as you'll find, has many many many "comunidades".
Also, one other small chance would be to do a Google.com search with his/her FULL name (first name, first last name, and second last name) in quotation marks, and if (s)he's on the web somewhere you'll find it that way and maybe, at least, get some direction.
