I just looked on the official ticket-getting website, http://www.AlhambraTickets.com , and didn't see any mention there.
After doing a little research, I found what appears to be a VERY VERY useful website, http://www.access-able.com , and their excellent page on Granada (including the Alhambra) at http://www.access-able.com/tales/spain/granada.html . There, they list a number of hotels which have good wheelchair access but also about negotiating the city and its monuments by wheelchair. Here's an excerpt:Then go to http://www.access-able.com/tales/spain/index.html for wheelchair-access details about Spain in general and links to specific cities. Wow. What a great page. 
But regarding your question directly, I've found no indication that there are wheelchairs available at the Alhambra. The grounds outside of the palace are mainly dirt or dirt-and-fine-but-compacted-gravel. Inside there are one and two steps up and down, stone or tile surfaces inside the buildings, but outside the buildings it's again dirt or compacted gravel. On the way to the Generalife it's steep. Inside and on the grounds of the Generalife there are lots of steps in places.
